I see the y-axis. Its 4. Now the slope. it is 1.5. The line equation is mx+b=y
x=x

1.5=m

4=b

y=y

1.5+4=y
The y-intercept is 4
Now to calculate the slope equation y=my+b
M=1/2

Then the equation will be:
Y=1/2X+4

You can proof it by choosing coordinates of any point on the slope and test it in the equation.

Hope I helped in a way.
