The Fallacy depicted here is the false dichotomy fallacy.

The False Dichotomy Fallacy refers to a situation where a point of view is being pushed based on one or two basis yet there are other basis that the point of view can and should be based on.

The candidate arguing that the country will go into deeper debt is basing their view point solely on the need to reduce defense spending yet there are other costs that can be cut such as social security and income security.

This is therefore false dichotomy because to reduce debt levels, these other costs apart from defense spending will have to be cut as well.
