I would choose a. community.  Since it is dealing with a very small area, it is the community who must first mobilize to create this awareness campaign. It has identified a problem of alcoholism in its area and must consult with other members of the community on the appropriate measures needed to start the campaign. Once it picks up steam, then it can get help from non-profit organizations and government.
