0.45 is equal to (4 and 1/2) / 10 .
    Well lets see 4/10 as a decimal is .4 so you decide for yourself.
                                    Is .4 = .45?
                                         NO!!
.4 is not equal to .45 that saying that if you have ten cookies and your friend has 1 cookie. You both have the same amount. (do you really?) NO!! Sorry for braking out like that but I got comited to my answer.
