This tool is called impeachment.
Impeachment is the process by which the legislative body levels charges against a government official. The power of impeachment is limited to removal from office but also provides for the removed officer to be disqualified from holding future office.
An official who is impeached faces a second legislative vote which determines conviction. The Constitution defies impeachment and grants the House the power to impeach The President, the Vice President and all civil officers of the United States. The two presidents impeached by the House of Representatives were Andrew Johnson and Bill Clinton. Both were later acquitted by the Senate.
The Constitution allows also for impeachment of Supreme Court Justices. This process has the same two steps as for presidents. So far, no justice of that court has been successfully removed through impeachment but 15 federal judges, including justices, have been impeached.
