The answer is: Thomas hobbes

According to Thomas hobbes, all individuals have our own drives to selfishly pursue our own desire. This desires exist ever since we are born  and become a a part of nature.

In order to maintain social order, Hobbes believe that the society need to force the people to follow a social contract. This contract regulates the things that considered to be 'right' and 'wrong' in that society. Those who violate the contract need to receive some sort of punishment.  (such as jail or fine)
