If I were President Woodrow Wilson, I would have asked Congress to declare war on Germany in January 1917 after the discovery of the Zimmermann Telegram in which Germany requests Mexico as an ally in the event of war. Mexico is a point of entry to the Southern half of the United States leaving the US open to surprise attacks from potential enemies.
I would not have waited until March of 1917 when several US ships were sunken by Germany igniting the US to be pro-war. The Declaration of War was passed in April 1917 by Congress leading the US to enter World War I.
