Most races are run on a track that has the same beginning as the end. Think of it being circular. And such shape used for a track would make the answer in terms of velocity which has direction. A is not the answer.

C: Is never the answer. You stop and go and you are constantly changing direction. I'd pick
D: The direction is more of less constant and the speed is as well. Cities can be avoided.
