Alaska could not legally declare war on Russia since it is a state, not a country and according to the Constitution, only Congress has the power to declare war on other countries on behalf of the United States, not just Alaska. When the Japanese Empire attacked Hawaii, it was Congress that declared war on Japan, not Hawaii.  Article One of the United States Constitution, Section 8: “The Congress shall have power to declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water”.
