In the early US the division between powers was evident, while states regulated within their territories, the federal government ruled national and international affairs. During the 60's (Civil War) the national government went beyond the state and local governments, due to the need of provision in some areas that were limited to state governments. There is a general belief that in the future federal government will gain more domain over state and local governments through the delivery and dispensation of incentives, aid and money to states.
States held majority control at first. The federal government grew in power throughout time. Most basic authorities were shared by the state and federal governments from 1789 to 1937.
