The Continental Congress or Philadelphia Congress involved sucessive meetings which took place between 1774 and 1789. Delegates from the 13 colonies were called to participate, and this organism ended up becoming the government of the United States of America during the American Revolutionary War.
The convention ruled over some issues which previously had always been in hand of the English monarch, such as those concerning foreign and military affairs. But, the right of regulating taxes and trade was in hand of each of the states (colonies), and each of the delegates had to report to the states assemblies and governments. Therefore the congress could not enforce the motions decide at the state level.
