I believe the answer is: Macedonia
This happen during the Kosovar conflict of 1999. Macedonia's territory directly bordered kosovar. The large number of refugees caused a lot of problems for macedonia's government at that time, since letting refugees without proper plannig could negatively influence a nations's economy in the long run.
