Words formed by inflectional or derivational elements (prefix;infix;suffix) are usually considered new words, once adding them to a base or stem. If two words have the same root with different affixes, they are considered different words, meaning that affixes allow more words. On the other hand, simply modifying an existing word wouldn't have much impact, considering that not all modification of a root would actually be meaningful.
