Originally the Congress wanted Washington to become the King of the USA. Washington already did not feel like he could rune country so he certainly did not want to become the King of the Free Country. So the executive branch was formed as a comprise between the Congress' constitutional laws and Washington's rules.
The rule of law refers to the restriction of the arbitrary exercise of power. This is done through the establishment of clear and stable laws. The Constitution supports the rule of law in the executive branch in various ways.
The executive branch is the President of the United States. The President cannot rule for life (in the way a king does). He also cannot enforce his will except in cases where the Constitutions gives him that capacity, as no one is above the law. Moreover, his power is regulated through the system of checks and balances and the division of power. All of these protections are present in the Constitution and they protect the rule of law in the executive branch.
