Due to the Articles of Confederation putting almost all of the power in the hands of the state governments, the federal government couldn't tax the people. Therefore, the government had no money to pay back the wages owed to the soldiers that served during the Revolutionary War. This problem then caused multiple uprisings, foremost of them was Shay's Rebellion.
