He was Secretary of State to Gerard Ford and Richard Nixon.  He was known for being involved in numerous events in American History.  Among these were the establishment of Relations with China, the closing of the war in Vietnam and the détente policy with Russia.  He was said to be one of the most effective Secretary of State in U.S. history.
