On April 2, 1917, Wilson asked a special joint session of the United States Congress for a declaration of war against the German Empire. Congress responded with the declaration on April 6.
Woodrow Wilson declared war against Germany because of a number of reasons:
1) The US public was enraged at Germany for a number of reasons.
1) Sinking of Lusitania that costed the lives of 128 American Citizens
2) The Zimmermann Telegram, which promised Mexico that if they joined the war on the Central side, Germany later on will help Mexico take back the land they lost during the Mexican-American War & Texas Independence.
These are the main reasons why Woodrow Wilson declared war.
hope this helps
