Why did the Third Estate form the National Assembly?

The Third Estate formed the National Assembly to: C) They wanted to find ways to benefit ordinary citizens. The Third Estate was a group that represented all common and ordinary people during the time of the French Revolution. On May fourth 1789 The Estates-General had been called to deal with the financial crisis going on in France at the time. It was originally said that the Third estate would receive double representation, thus giving them more power. However, as the proceeding started it was instead decided that voting would be by power and not by head, thus making the double representation meaningless.  It was for this reason that the Third Estate formed what they called the National Assembly and started meeting and making decisions on their own.
