The answer is public appointees and civil servants. Civil service is performed by a civil servant or employee, an official procured by the nation's administration who works for general society part; on the other hand, public administration is performed by a public appointee, a man delegated by an individual from the legislature to serve the populace and perform open obligations.

The main difference between the two is the way they got elected.
Political appointees obtained their position by being chosen directly by the president (such as vice president or the supreme judge)
The civil servants obtained their position through normal employment process/election.
