When we multiply like bases the rule is that we add the exponents, so what we have after that is [tex](3 ^{-1})^3 [/tex]. Now the rule is power to power. Multiply them. [tex]3 ^{-3} [/tex] is your answer if you leave the exponent as a negative, [tex] \frac{1}{ 3^{3} } = \frac{1}{27} [/tex] if you need it positive.
