Gave blacks citizenship, and struck at black codes, vetoed by johnson, later made into 14th ammendment, it gave civil rights, but not voting, blacks have property, reduced the representation of a state in congress and in Electoral college if it denied suffrage, and disqualified former confederates from holding office, repudiated confederate debt
