The correct answer is D) ∠HJK is a right angle.

The representation of this problem is shown in the figure below. The segment that goes from the center of a circle to a point of it is the radius. For each point this segment strikes radially the circle, so given that in this very point there is a tangent segment, then the conclusion is that ∠HJK must be a right angle.
